They're vouchers that can be exchanged for Cover Cards of your choice.
There are two types: Vouchers that let you choose from any of the characters in the game, and vouchers that let you choose from characters belonging to a specific Group.
To exchange your vouchers, go to Menu > Exchange > Voucher Exchange.
